”मैं भारत में काफी घूमा हूँ। दाएं-बाएं, इधर-उधर मैंने यह देश छान मारा। और यहाँ मुझे एक भी भिखारी, एक भी चोर देखने को नहीं मिला। यह देश इतना समृद्ध है और इसके नैतिक मूल्य इतने उच्च हैं और यहाँ के लोग इतनी सक्षमता और योग्यता लिए हुए हैं कि हम यह देश कभी जीत सकते हैं यह मुझे नहीं लगा। इस देश की आध्यात्मिक और सांस्कृतिक परम्परा इस देश की रीढ़ है। और हमें यदि यह देश जीतना है तो इसे तोड़ना ही पड़ेगा। उसके लिए इस देश की प्राचीन शिक्षण पद्धति और संस्कृति बदलनी ही पड़ेगी। भारतीय लोग यदि यह मानने लगे कि विदेशी (विशेषतः) जो है श्रेष्ठ है, अपनी स्वयं की संस्कृति से भी ऊँची है तो वे अपना आत्म सम्मान गवाँ बैठेंगे। और फिर वे वही बनेंगे जो हम चाहते हैं - एक गुलाम देश“ (2 फरवरी, 1835 को ब्रिटेन की पार्लियामेन्ट में दिये गए लार्ड मैकाले के भाषण के कुछ अंश)
